Centrally Sponsored Scheme of Construction of Hostels for OBC Boys and Girls

The scheme aims at providing hostel facilities to students belonging to socially and educationally backward classes, especially from rural areas, to enable them to purse secondary and higher education. Priority will be given for the proposal for construction of hostel for under graduate student’s vis-à-vis below under- graduate level.

Cost Norms

  1. The cost per hostel seat in
  1. North Eastern Region/Himalayan Regions   - Rs. 3.50 lakh per seat
  2. Rest of country                                                     -  Rs. 3.00 lakh per seat

or as per the schedule of the rates for the concerned State Government, whichever is lower.

The cost of construction of hostels for boys has to shared between in Centre and the State in 60:40 ratio. There will be 90% central assistance to State Government in case of Girls Hostel and 10% of cost will be borne by the State Government. In case of Union Territories, the central Assistance shall be 100% and for North Eastern State and 02 Himalayan State (Himachal Pradesh and Uttarakhand,), it shall be 90%. For the institution of repute ranked in the latest NIRF ranking of Ministry of Education, Govt. of India, the Central Assistance shall be 100% irrespective of regional States.The amount of grant will be released in 3 installments in 50:45:5 ration, of which 5% grant will be released after completion of the work and occupation of the rooms by the OBC Boys and Girls. There will be a one-time non-recurring grant of Rs. 2500/- per seat for providing furniture/equipment to the hostels constructed under the schemes. Construction of Hostels for OBC Boys and Girls in an Adarsh Village selected under the “Saansad Adarsh Gram Yojana (SAGY)”, can be taken up provided land is available and the selected village is located in the catchment area of the existing educational institutions.

Equipment grant

One time non-recurring grant of Rs. 2500/- per hotel seat for provision of essential hostel furniture and equipment.

PROCEDURE FOR SUBMISSION OF PROPOSALS-

Agencies eligible for assistance under the Scheme, and having clear title and possession over the land where the hostel is to be constructed, will submit proposals the prescribed formats.
